Tile the entire area then erect partition walls usually metal studs over the tile.
If the old tiles are in bad shape the new tiles won t adhere correctly.
Larger and heavier tiles will require anchoring with mechanical fasteners.
Mark the ceiling 3 inches from one wall where the partition will abut it.

If your partition wall runs parallel to the joists either position the partition wall so that the head plate can be attached directly to a joist or strip of the ceiling and install 2 x 4 noggins at right angles between the joist to provide an anchor for the head plate at the desired location.
Building code limits tile on exterior walls to less than 24 on one side less than 3 square feet total area and less than 9 lbs.
Use high grit sandpaper 200 to 400 grain and an electric belt sander to get larger surface areas done faster.
Repeat at the partition s other end.
Space the noggins on 16 inch centers between joists.
Step 2 rinse the surface of the wall after sanding with an all purpose cleaner.
If there are extensive chips and cracks then the top layer of tiles might even weaken over.
From that mark drop a plumb bob and mark the floor.
In the case of a floor this could cause both layers of tiles to lift up.
Scrub the wall tiles with diluted degreasing cleaner and a nylon scrub brush.
Then rinse the wall with a water dampened sponge.
There are no restrictions for interior walls but some suggest that maximum weight should not exceed 15 lbs.
Sand the surface of the ceramic tile to remove the glossy finish that may cover the tile.
